Dear AFS-USA Volunteers,
Thank you for your continued partnership as we navigate travel guidance in an evolving and uncertain environment.
Over the past several weeks, we have been reviewing our travel policies in response to questions raised by families, parents, and volunteers, as well as in light of evolving information. Based on additional insights from reliable sources and federal guidance, we are adjusting our policy regarding travel to U.S. territories.
Effective immediately, AFS students may travel with their host families to Puerto Rico and the U.S. Virgin Islands. These destinations will now be treated as domestic travel under our program guidelines.
International travel – including travel to Canada, Mexico, and all other foreign destinations – remains prohibited.
As you know, our earlier caution was driven by concerns about rapidly shifting immigration-related enforcement practices and the potential for unexpected complications affecting students traveling to/from U.S. territories. In a highly fluid environment, we chose to err on the side of caution while gathering clearer information. As that information has become more consistent and reliable, we have refined our approach.
We understand that policy adjustments – particularly when they follow earlier restrictions – can create frustration and additional work at the local level. We are grateful for your professionalism and flexibility as we work to balance student safety, regulatory realities, and family expectations in real time.
As always, please encourage families to consult with you before they finalize travel plans that involve travel to U.S. territories, and to reach out if unusual circumstances arise. When advising them, remind them that in the rare event a student is delayed or questioned by immigration, law enforcement, or airport security authorities, AFS-USA’s ability to intervene is extremely limited. Matters involving federal enforcement agencies fall outside the authority of any sponsor organization. While we would provide guidance and support to the extent possible, we cannot influence or override such decisions. It is important that families understand this reality when considering travel to U.S. territories.
