Dear AFS-USA Volunteers, I am reaching out today with an urgent request. As dedicated supporters of international exchange, you know firsthand the transformative impact these programs have on individuals, communities, and global relationships. Right now, that impact is at risk. On January 27, 2025, the Office of Management and Budget (OMB) issued a directive freezing all agency grants, loans, and financial assistance programs. Despite a court order rescinding the freeze, payments from the U.S. Department of State have been erratic, with the last disbursements received on February 4. Then, on February 12, the Department of State imposed a 15-day pause on all federal funding for exchange programs, with no clear explanation or guidance on when or how the pause would be lifted. As of today, March 3, this funding freeze remains in effect, leaving programs like ours in financial limbo. This crisis directly affects thousands of individuals: More than 3,500 American youth, students, and professionals currently abroad on State Department programs are stranded without the financial resources they rely on. (Note: This group does not include any students from AFS-USA.) Over 7,400 international exchange participants in the U.S. face uncertainty about their wellbeing and program continuity. The impact extends to over 40,000 U.S. businesses, nonprofits, universities, host families, and local institutions that partner with exchange programs. In the coming months, more than 17,500 international leaders were expected to visit the U.S. through exchange programs, strengthening global ties and U.S. security—opportunities now in jeopardy.The frozen funds have already been authorized and appropriated by Congress to the Bureau of Educational and Cultural Affairs and the contracts already awarded to organizations like ours to carry out programs that are very much in progress – with participants on program and in impending limbo. This is not a budgetary issue; it is an administrative halt with serious consequences. How You Can Help We need immediate action from Congress to demand the Department of State release these critical funds. We urge you to contact your Senators and Representatives and share the real impact of this funding freeze—on students, host families, and communities across the U.S. Your voice matters.
